The Government of the Republic of Tajikistan, with the financial support of the World Bank, is currently implementing the Water Supply and Sanitation Investment Project (WSIP-1), hereinafter referred to as the Project. |
The objective of the WSIP-1 is to improve access to safely-managed water supply services in selected districts of Khatlon region (namely Balkhi and Dusti districts); and to strengthen the capacity of institutions in the water supply and sanitation sector for improved service delivery. In this effort, the project will build on and sustain the earlier World Bank- financed Rural Water Supply and Sanitation Project which expands access to safely managed water supply services, improving quality of services and enhancing operational performance of the target service providers within the SUE KMK. Activities under the WSIP-1 assigns an important role to strengthening capacity of agencies involved in water resources management for better planning of service delivery models.
The Water Supply and Sanitation Group of the Ministry of Energy and Water Resources of the Republic of Tajikistan is seeking a qualified Consulting Firm to undertake the assignment, which is meant to strengthen capacity of the Main Department of Geology under the Government of Tajikistan in management and monitoring of groundwater resources and contribute to development of the national water cadaster. The scope of services under this assignment includes analyzing the existing well information data at the national level, providing support in creating a unified database structure for the registration and monitoring of groundwater well data in a national level, assisting staff of the Main Department of Geology and engaged young specialists in the digitalization of the existing well registry data, conducting partial inventory of public groundwater wells (used for drinking water) in the Khatlon region, and analysis of the updated data and development of the costed plan for improving the system in alignment with broader national policies related to water resource management, environmental protection, and sustainable development.
The period of execution of the tasks identified in this Terms of Reference is twelve (12) months from the Commencement Date including mobilization period.

The Water Supply and Sanitation Group of the Ministry of Energy and Water Resources of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information confirming that they have the required qualifications and relevant experience to perform the Services.
Consultants will be assessed based on their Expression of Interest (EOI). As part of the EOI, consultants must demonstrate their ability to undertake assignments of similar scope and scale along the following criteria:
- General Experience: The applicant must demonstrate previous experience in creating a registry of groundwater wells and working on strengthening capacity of relevant public authorities engaged in groundwater resources monitoring in the past seven (7) years.
- Relevant experience: The Consultant must demonstrate experience in successfully completing at least two (2) similar projects. Similar assignments shall include: (i) digitalization of the archive groundwater wells data; and (ii) GIS-referenced inventory of groundwater wells; and (iii) aquifer assessments. The consultant shall submit either stand-alone contracts covering all these three areas or submit different previous contracts provided that there at are at least two assignments for each of the three areas.
- Technical and managerial competence: The applicant must submit an organogram that demonstrates that its organizational structure includes relevant expertise for this assignment.
- Experience in Central Asia or other countries at a similar level of development.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Interested Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
